Geqigula (GQ) Dlamini is a recent graduate of the University of the Pacific's Leadership and Innovation doctoral program and the recipient of the Doctoral Innovation, Research, and Practice Award from Benerd College. His research is among the first documented participatory action research studies to apply empowerment theory to generative AI adoption in state government. It reframed AI adoption as an opportunity to empower people, recognizing their skills and expertise as key to deployment success. The results showed 89% reporting feeling more empowered with AI, and 78% sustaining use after three months. Interestingly, 0% had received formal AI training prior to the study.
Dr. Dlamini also serves the State of California as an administrator of education programs for multilingual students. His decade of service has reinforced that people are critical to ensuring organizations meet their mission. He has facilitated and presented at conferences throughout California and across the nation, and his work sits at the intersection of public service, education, organizational improvement, responsible innovation, and institutional stewardship. As an executive consultant, strategist, facilitator, and speaker, he helps leaders and organizations think clearly, act intentionally, and strengthen their capacity to leave things better than they found them.
Dr. Dlamini holds a Doctorate in Leadership and Innovation from the University of the Pacific and an MBA. Across his work, he is especially interested in how organizations can align people, systems, decisions, and tools with the mission they exist to serve. He brings a practical and optimistic perspective to complex challenges, helping leaders move from good intentions to clearer strategy, stronger implementation, and more meaningful impact.
Artificial intelligence is changing the way we work, and the organizations that thrive won't simply adopt new technology — they'll empower the people who know the work best. Drawing from his research and experience helping public sector leaders explore AI in their daily work, Dr. Geqigula Dlamini offers a hopeful, practical perspective on navigating this moment through trust, learning, and thoughtful experimentation. Through engaging stories, audience participation, and real-world examples, attendees will discover a research-informed approach they can adapt within their own organizations to build capacity, foster innovation, and better serve the people and communities who depend on them.

When our mission is woven into the fabric of our daily decisions, it ignites a powerful sense of purpose. Leadership thrives at every level, fueled by optimism, creativity, and resilience. Governance transforms into an act of stewardship, where organizations flourish when leaders approach challenges with honesty and compassion.
